Rural Communities Matter: An Economic Development Vision

Our state's rural communities are facing real challenges — population loss, declining services, hospital closures, and economic stagnation. These aren't just statistics; they represent real people and real towns with proud histories and uncertain futures. Reversing these trends requires a comprehensive strategy that addresses the interconnected challenges rural communities face.

Broadband internet is the single most important infrastructure investment we can make for rural communities. In the 21st century, high-speed internet is as essential as electricity and roads. Without it, rural businesses can't compete, students can't access educational resources, telehealth is impossible, and remote work — which offers enormous potential for rural areas — is off the table.

Healthcare access is a crisis in rural areas. When a rural hospital closes, the nearest emergency room may be an hour away. Our plan supports rural hospitals through funding stabilization, telemedicine expansion, and incentive programs that attract healthcare providers to underserved communities.

Small businesses are the backbone of rural economies. Our plan provides targeted support for rural entrepreneurs through access to capital, technical assistance, mentorship programs, and reduced regulatory burden. We also invest in the downtown revitalization efforts that make rural communities attractive places to live and visit.

Agriculture remains central to rural identity and economy. Our plan supports agricultural innovation, value-added processing, local food systems, and sustainable practices that protect the land while improving profitability. We also invest in agricultural research and extension services that keep our farmers competitive in global markets.

Housing availability is an often-overlooked barrier to rural growth. Many rural communities have jobs but lack the housing to attract workers. Our plan creates incentives for rural housing development, rehabilitation of existing housing stock, and creative solutions like employer-assisted housing programs.
